[coreboot-gerrit] Patch merged into coreboot/master: 8e0cd49 haswell: enable monotonic timer

haswell: enable monotonic timer

For all the current haswell boards enable the monotonic timer.
    The ULT boards use the 24MHz MSR while the non-ULT boards use the
    local apic.
