I never use the make targets, I use buildgcc directly. See ./buildgcc -h:

Platforms for GCC & GDB:
    x86_64 i386-elf i386-mingw32 riscv-elf arm aarch64
    powerpc64le-linux-gnu nds32le-elf

powerpc64le-linux-gnu.

So yes, we can, in principle support both.
