From the meeting today: the decision is that we won't do anything for v1.3, keep libflashrom unversioned as it is now (it has been like that for at least 4 releases already). 
And then implement proper versioning for 1.4. So the ticket goes back to Evan.
In other words, we want proper versioning and not the workaround, and it's fine to implement it in 1.4.
