Summary: when you want to flash the IFD/ME region internally. Workflow is:

- set EC unlock bit and reboot
- EC asserts ifd strap (ME_WE/HDA_SDO)
- user can flash IFD/ME/BIOS
- reboot
- EC deasserts ifd strap
