flashchips.c: Update GD25LQ40 from downstream

Update definition of GD25LQ40 from ChromiumOS repository. This chip was
added in `commit 59543cd1` by [e-mail] on 2016-04-27. The
commit message notes that some testing had been done, even though the
.tested attribute was left as UNTESTED.
