Second release candidate v1.3.0-rc2 and countdown to release

Hello flashrom community,

Second release candidate v1.3.0-rc2 (and likely the final one) has
been tagged. It includes the fix for int-to-pointer-cast warnings for
32-bit Linux.

Let's start the countdown until the end of January, and if no
emergency happens, we will cut the release.

I am copying below a piece from my previous announcement (since it
still might be useful)

How to report a bug or successful testing: there are few options.
First option is to post on the mailing list (feel free to reply on
this thread, or create a new thread).
Second option is to add a comment to a ticket "Testing for release
v1.3" https://ticket.coreboot.org/issues/378. This would require an
account in bugtracker (coreboot account is fine).
Thirdly, of course, you can fix a bug and send a patch! :) Please set
a topic "for_1.3.x"

I found some time now to run the same tests that were used for
flashrom-stable 1.0. The good news: the external programmers that
I tested so far work.

Some of the build tests fail, though (list of manibuilder tags is
below). I assume much of it is because of a conflict with the default
C standard used by compilers: some assume older standards and don't
like C99 features if they are not enabled explicitly (however, setting
the standard has again implications for system header files). The
s390x failures might point to a build system issue, though. Speaking
of which, manibuilder still only tests make.
