If you can flash internally from an OS depends mostly on the configu- ration of the chipset done by the BIOS. Likely only possible if there is an explicit option in the BIOS setup to disable flash protections.
You can always try to run flashrom to see the actual configuration. Though, for mobile devices it needs an ugly switch (have a look for `force_I_want_a_brick` in the flashrom manual page). That switch sounds scary because older laptops really had problems, even if you only probed the flash chip. It's not that dangerous on a modern sys- tem.
The alternative is to access the flash chip physically, like Mike described.
If you get access to the flash chip, you'll also need a valid BIOS file (not just an update).
Starting from surface pro4 Chip is manufactured by Microsoft.
What chip? never heard that Microsoft would manufacture chips.
