Unfortunately, there are no Windows executables available to the public yet and I don't expect this to change in the next few weeks (someone would have to update the patches, merge them, test the result, then make Windows executables available to the public).
The next best offer is a DOS executable (which won't run under Windows, but at least it will run under DOS). It is available for download, but there is a crucial limitation which may affect flashing, so it is not totally endorsed yet. We're in the process of testing a fix for said limitation, and will be releasing updated DOS binaries shortly.
As an alternative, there are Linux Live CDs which contain flashrom, so you can avoid installing Linux (just run it from CD) and still use flashrom.
