No I'm pretty sure the 1.8V is connected. Should I try to disassemble the programmer and the 1.8V converter and assemble it again?

What do you mean with the 3 pin is low? How can I fix this?

If I recall correctly, this is a 1.8V part. Are you powering it with a higher voltage, by any chance?
