I noticed you mentioned 1.3, but we had a bunch of work done to compile for DOS after v1.3 (also added documentation). Is it possible that you try to compile from HEAD? Just in case you haven't already, check the documentation: https://www.flashrom.org/dev_guide/building_from_source.html#installing-depe... ("DJGPP-DOS" section) or this https://www.flashrom.org/dev_guide/building_with_make.html ("To cross-compile on Linux for DOS" section)
(the docs were also added after 1.3, as the code itself)
