Is the chip you are trying to reprogram soldered onto the mainboard and, if so, is the write-protect pin grounded?
Does the chip you are using have a "one time program" function enabled that will permanently enable block protection regardless of the write-protect pin state? For example, if you have a W25Q64DW and both SRP1 and SRP0 are set, then the status register protect bits become permanently locked.
