If you can flash internally from an OS depends mostly on the configu-
ration of the chipset done by the BIOS. Likely only possible if there
is an explicit option in the BIOS setup to disable flash protections.
You can always try to run flashrom to see the actual configuration.
Though, for mobile devices it needs an ugly switch (have a look for
