yes but linux does.

I should be more specific. My only goal with this code is to get enough
PCI up to get linux to boot. Thus this code is only designed to do the
absolute minimum necessary and to let linux do the rest. If linux does
some things correctly (expansion roms, IRQs) then I don't want to
duplicate that work.
