[OpenBIOS] [PATCH v3] pci: Rename pci_xbox_blacklisted() as pci_xbox_ignore_device()

In order to use inclusive terminology, rename pci_xbox_blacklisted()
as pci_xbox_ignore_device(), and remove an obvious comment.
