The IBM OpenBMC fork is under active development by IBM; as a result, it
uses a completely different userspace and a newer kernel, among other
differences. It aims to be a less specialized BMC firmware than the
Facebook version, i.e. more of a direct replacement for the proprietary
AMI firmware typically shipped on OEM mainboards.

As you can imagine, this adds a significant amount of size and
complexity to the resultant firmware, and I expect new hardware will
need to be created to hold and execute the resultant images.
Furthermore, attempting to execute a port and upstream it when the
underlying source tree is in constant flux adds significant effort and
overall cost, therefore we are only looking into this as a stretch goal
versus risking not having any libre firmware available at all for these
systems due to cost constraints.

Thanks!
