[WIP,NOTFORMERGE]nb/intel/i945: Use C_ENVIRONMENT_BOOTBLOCK

When the rom is cached in bootblock, ramstage currently fails to
run properly. If no mtrr covers the ROM it boots fine, but ofc
romstage will be terribly slow...
