Add cross-compile support for true x86 16-bit GCC (ia16)

This support comes from recently ressurected ia16 GCC port [1]
rebased to released gcc 6.3.0 / binutils 2.28 [2]

The patches were from [1][2] although WIP, it can produce
16-bit only code. It could be handy for SeaBIOS or other
coreboot experiments.
