    SeaBIOS Kconfig: Update logging
    
    The SeaBIOS VGA ROM outputs interrupts at log level 3, leading to
    an extreme slowdown in boot speed.
    
    - If SeaBIOS VGA is used, limit default log level to 2.
    - Add help text for what is displayed at various levels.
    - Get rid of separate type & prompt lines.
