    lib: tlcl: build with mocked_tlcl.c if MOCK_TPM=1
    
    And, the new mocked_tlcl.c returns TPM_E_NO_DEVICE for
    all calls.

    TEST=manual MOCK_TPM=1 emerge-foster coreboot, and
         coreboot can boot to kernel
