[SeaBIOS] 1.7.3.2 stable release planned

I've noticed that the current code fails to build with a parallel make. We've
built the seabios bios.bin binary that way in SUSE and openSUSE for quite
some time, so this is a recently introduced problem. I haven't bisected to
see where the problem got introduced, but I suspect it was from the code
reorganization.

It would be nice to keep the support for parallel builds.
