The vgabios is an option rom, so disabling optionroms disables
execution of the vga bios.

Something in QEMU is passing an additional option rom to SeaBIOS.  Try
extracting the debug information from seabios:

qemu -chardev stdio,id=seabios -device isa-debugcon,iobase=0x402,chardev=seabios ...
