[SeaBIOS] [PATCH] prevent acpi from rerouting SCI interrupt

SCI interrupt in piix4 chipset is hardwired to gsi 9, but we allow it
to be reconfigured by acpi. Fix this by providing fixed gsi for
PCI device 1 pin 0.
