twsi: cl4 has a zforce touchscreen

this ifdef (based on "cl2") isn't quite correct, in that while
most cl2 boards with touchscreens have raydium screens, the
recent cl4-a1 boards, which ofw refers to as cl2-a1, have zforce
touchscreens.  since we're still using the cl4-a1 boards, i'm
disabling the ifdef for now.  those boards won't be long-lived.
