Then I think you are looking for CoreBoot.  That does not currently
support that particular atom (it does support some of the older z5xx
models with the us15w chipset.)

Coreboot is what used to be called linuxbios.  You could then use
openfirmware on top of that as the interface.

I could be wrong, perhaps openfirmware is enough (apparently on the OLPC
that is in fact the case).
