It's not a bug: it actually is not supported.  There is no ABI
defined for "generic" powerpc64-elf!

Configure GCC with --disable-decimal-float .

For building a "bare-metal" toolchain, without support for
any OS or libc, you can use my
http://git.infradead.org/users/segher/buildall.git .
