The latter was not the purpose as the future dev thread explains.
Package maintainers shouldn't even be bothered with the staging branch.
It might show them the further plans to give feedback though.
The idea of the stable branch would exactly provide what you wish for:
a branch that is good enough to be a base for a release pretty much at
any time. No build failures, reviewed, tested and guaranteed to not
have features removed later (i.e. no regressions).
