[flashrom] Flash write fails on SST49LF080A chip

I'm trying to flash a SST49LF080A chip and get an error when flashing, the
motherboard is from a HP xw9400 AMD Opteron based system. I'm flashing from
a CentOS6.x live image using flashrom 0.9.5.2-r1530. I've also tried a
Ubuntu 16 live image with a later version of flashrom and it also fails.

I've tried physically removing all devices(disk/cd) and using minimal RAM
in case it is a power issue but it fails the same way.

There is a un-populated jumper on the board that write enables the flash
boot block and I've soldered that closed.

Can anyone help? Thanks!
