The download you have found is 'just' a crosscompiled .exe that only
supports external (USB) programmers.

You might have found the DirectHW project [1], however Windows support
is pending: http://review.coreboot.org/gitweb?p=directhw.git;a=blob_plain;f=windows/README;hb=HEAD
