[flashrom] [PATCH v5] Add Altera USB-Blaster SPI programmer.

Rebased on Revision 1650.

There remains a minor glitch with Makefile: If one sets
CONFIG_FT2322_SPI=no, also USB-Blaster support will be disabled. In my
opinion fixing this is not within the scope of this patch.



Adds support for the Altera USB-Blaster programming dongle in
Active Serial (AS) mode.
Tested on both original product and a clone dongle.
