[flashrom] Provide DMI stub for no-OS environments

Hi,

just wanted to note that the DMI stub patch by Carl-Daniel works fine
with flashrom on libpayload.

> If flashrom is standalone and has no OS below, it can't call 
> dmidecode. Provide empty DMI stubs for that case until someone 
> implements our own dmidecode subset.
