[coreboot] Creating PIRQ table

For this to happen (to boot Linux in legacy mode with CSM set in BIOS),
such Linux must be installed with BIOS
already using Legacy/with CSM mode set.

It is impossible to set CSM mode in UEFI BIOS, and then boot Linux
installed using CSM OFF (UEFI mode).
