Yes it can be switched to max RPM of fan like this:

ruik ruik # echo 1 >  /sys/class/hwmon/hwmon1/device/pwm1_enable
ruik ruik # echo 255 >  /sys/class/hwmon/hwmon1/device/pwm1

Maybe you will have something else than hwmon1
