What is EFI OS? OS which is aware of (U)EFI, and is aware of some (U)EFI features, which stayed resident post mortem UEFI BIOS.

You'll ask, why it is needed? Long list, here is one of the examples (you all might need it one day, don't ask why):

An OS that implements the UEFI standard, e.g. TianoCore / edk2 ;)

This is under the assumption that every advanced boot loader eventually turns into an operating system.
