Quiet?  Are you sure you joined the right channel :) ?
Most popular IRC clients will work with freenode (e.g. clients listed here,
http://www.reddit.com/r/linux/comments/1ade43/good_irc_client/ ).

Most people are in CET timezone, so don't give up when the channels seem
very quiet for some time.
