Maybe so, however the kernel documentation [1] says the NIC must be up first.

I've uploaded dmesg output from a successful boot and two photos; one
photo shows a freeze when booting debian stable (squeeze) with kernel
2.6.32-5-amd64, the other one shows the end of a segfault when booting
debian testing (wheezy) linux 3.2.0-3-amd64:
