[coreboot] patch; fix Makefile.romccboard.inc with new MMX and SSE variables

attached. Cleans up the ifeq stuff, and fixes the bug for boards that
use sse. failover.inc MUST come after enable_sse or your CPU will
hang.

not build tested.
