The easiest way to integrate stage1 and dts is carl-daniel's
suggestion long ago to generate #defines from the dts for stage1.

I don't think we want stage1 walking the dts binary blob -- it strikes
me as risky. But we could do that as well -- it's pretty easy. Then we
would need to put a dts blob in the lar, and figure out what to do if
it was not there/had errors/could not be parsed.
