[coreboot] Epia-CN USB Does Not init Properly with LAB

Hi,

Interrupts are wrong. I think because PIRQ/INTA/INTB... routing registers may 
not be set correctly. (regs 0x50 something in SB) Why is LAPIC disabled? The 
VT8237R code always expects APIC to be working, and it enables APIC mode.

Please check with orginal BIOS in what mode SB operates or get  the lapic 
working if it has some.
