All boards that might have CONSOLE_VGA and not PCI_ROM_RUN currently wouldn't 
compile, so all compiling boards have both, or no VGA console. From now on, 
you _can_ specify to only run VGA option ROMs, and independently whether you 
want output to VGA. You can now create new configs (like Luc), or change old 
ones finer grained.
