Running a _PCI_ ROM without knowing where the PCI device lives (ie.
before the _scan_) sounds impossible to me. There might be something
wrong with the approach. Why do you want/need to do this?

We do execute 16bit bios binary chunks in vm86 mode before the pci scan
on geode. But those are not option roms but VSA that are required to
make some virtual devices appear at all.
