[coreboot] flashrom patch to enable ROM decode range to 1MB for vt8237r

His patch was for a mainboard and not for flashrom.
It is safe for the earlier SB's since they use the register the same
way. If you are trying to move from a 256K or 512K flash device to a 1MB
flash, flashrom will not work without this patch if the factory BIOS has
not opened the decode range to 1MB.
