are you sure the HOLD pins are connected eg 0 Ohm ?

this seems to be conected to the unpopulated resistor R89 right? to what is 
the other pin of this resistor connected ? i would expect ground..

can you find out to which (i think populated) resistor this also connects ? 
what is the value of this resistor (if you measure measure both 1->2 and 
2->1) ?
 and to what is the other pin  of this resistor connected i expect ground 
..?

it might be the write protect option on this board...
can you find out if WP# of both chips is connected to some pin of (or 
around) BIOS_WP ?
