[LinuxBIOS] [PATCH] Fix IEI NOVA4899 board

Hi Luis,

could you please post a patch to add the license header to
targets/iei/nova4899r/Config.lb, this would fix issue#53:

Also, what's the status of the IEI board now? What works, what doesn't?
We should fix up the table in the wiki to reflect the current status.
