No need to submit a patch for every single file! A patch should contain
a logically "cohesive" chunk of changes which somehow belong together
(and preferrably don't break the build). You definately don't have
to submit every single file in an extra patch (except that there are
really 23 totally different issues changed/added/fixed in those 23 files).
