I took a quick look at the schematics and I think that this is what the

Make sure to change IRQ_SLOT_COUNT in the mainboard Options.lb

As Jordan pointed out, you should use the Linux framebuffer and X 
drivers instead of VGA. That means that you should also set 
CONFIG_CONSOLE_VGA=0 and CONFIG_PCI_ROM_RUN=0 in Options.lb


It also looks like there is something funny going on with the Config.lb. 
Try using the norwich one without modifications.
