I've talked to UEFI about this. I think the fact is that most UEFI 
participants are not that interested in seeing an open source UEFI. I 
don't know if they're opposed, but I don't think they see any reason for 
it.

AMD is, of course, one of the exceptions.

Look at the vendors and you can see why they might not care about open 
source BIOSes.
