You have not configure dhcp server completely. In the config file,
you should specify the download file by the "filename" command
filename "/tftpboot/vmlinux.epia"
DHCP server will send the pathname to Etherboot, etherboot will
aks your tftp server to fetch the file.

command in the DHCP config file.
