PCI spec requires System BIOS to provide Bus/Dev/Fn of the device
in AX register when calling option ROM during POST.
This way multiple instances of same PCI device can be initialized
one by one, I guess.

And, vgabios.c doesn't do that.

YhLu, you can at first hardcode the bus/devfn of your VGA card
in the assembly part of the vgabios.c, and see what happens.
