soc/intel/common/basecode: Add new folder PCH for common code

Create a new folder named "pch" inside basecode directory which will
contain common code which relies on PCH. Currently adding support for
CNL PCH known as CNP.

This folder will contain common IP files which changes based on PCH
instead of changing per SOC. If 2 different SOCs uses same PCH, we can
keep code common for them and reduce code redundancy across soc.

BRANCH=none
TEST=code compiles with different configurations
