payloads/external/GRUB2: add veyron support

Add a check for veyron devices (as far as I can tell all veyron devices
are rockchip rk3288-based). This may be renamed in the future or
extended to support non-veyron rk3288 boards.

Tested on hardware, asus c201 chromebook 4gb, gets to the grub prompt
but I have no input on the chrome keyboard (cros_keyboard in the grub2
source code), but preloaded commands in grub.cfg do execute and work as
expected (for the most part).
